On Tuesday, Trump threatened to cancel his planned bilateral meeting with his Russian counterpart at the G20 summit in Argentina because the Russian Coast Guard is holding three Ukrainian military vessels.
He said he was waiting for a report from his national security advisers, whose results would be "critical."
Ukraine and Russia exchanged accusations after Russia seized three Ukrainian ships after shooting them on Sunday, prompting Ukraine to impose martial law.
