President Donald Trump just announced a plan to replace the DV lottery — Green Card  called  "Building America visa. "

US president Donald Trump has announced a new plan to reform the immigration system to the United States, which includes a fivefold increase in the share of skilled and highly qualified people, and requires English as a prerequisite for accepting immigrant applications.

At a press conference held Thursday at the White House, Trump said his plan would make the U.S. immigration system a source of pride for his country and would be admired by the whole world.

The new system prioritized the interests of American workers, he said, stressing that it was time to implement a system that would provide an opportunity to develop future generations in the country.

The current US laws on immigration motivate human smugglers, he said, adding: "I say sadly that this plan (the new immigration system) was prepared by experts from the security forces, not politicians."

He noted that thanks to the new regime, people with a record of crimes and illegal actions would be barred from coming to the United States.

"If you have a (immigrant) promise to come here, you will be accepted immediately, but if you do not, you will be returned to your home quickly."

"The biggest change we are doing is to increase the proportion of skilled migrants (high degrees) from 12 percent to 50 percent," Trump said.

Trump also said that immigrants would have to be financially self-sufficient in order to "protect benefits from American citizens.

Trump has long argued that migrants present a strain on the US. welfare system, but temporary migrants are ineligible for most welfare benefits. actually

"Foreign workers come to our country and work in places where Americans can work, and our proposal fulfils our sacred duty to those living in the United States of America," he said.

Trump added that the new system would not reduce the green card grant to migrants, but would set simple and universal criteria instead of drawing lots to get the green card.

"If you are a young worker with good skills and a higher education, you will have more luck in getting the green card," he said.

In order to harmonize with American society, Trump said the new reform project would require immigrants coming to the United States to master the English language.

He said that if the Democrats try to disrupt the project in Congress, he will present the plan to the House of Representatives and the Senate if he wins the 2020 elections and the Republican control of the two houses.

He believed most Democrats in Congress would oppose the new reform project.

"I do not see a will to do that," West Virginia senator Shelly Moore Capito told CNN. "I commend the White House and the president for what I think will end up being a sort of outline of important things, but I'm sadly sorry for what the future holds in. I just think both sides will have a hard time meeting each other."

Sen. Susan Collins expressed concern that Trump's proposal did not address the DACA. Sen. Chuck Grassley said that although he admired the plan, he did not think it would approve the Senate with a Republican majority.

House Speaker Nancy Pelosi said she did not endorse the plan and described it as "condescending." During her weekly press conference, she said merit should not be used to describe politics. "They say the family is worthless - do they say that most people who come to the United States in the history of our country have no advantages because they do not have an engineering degree?" She said.

This sweeping proposed change to our country’s immigration system is based not in values, but in white nationalism and an elitist belief that this country is only for the wealthy. This is not a serious policy proposal, but rather another attack on immigrant families and an effort to shape the narrative to rally his base.

Behind the Rose Garden podium and beneath all the tweets, the Trump administration has been systematically dismantling our legal immigration and refugee system, bit by bit. The theatrics at the Rose Garden obfuscate the reality that this administration’s radical shift to a ‘merit-based’ system is already underway through regulatory changes that are an end-run around Congress. The biggest blow is coming shortly: a devastating wealth-test regulation targeting lawfully residing immigrant families who seek care for themselves and their children, effectively telling all but the wealthiest few that they are not welcome here.
